CiLCA is a foundation qualification testing a clerk’s knowledge in all the aspects of their work: roles and responsibilities, the law, procedures, finance, management and community involvement.
Having a qualified clerk is essential for councils wishing to exercise the General Power of Competence but it is also the making of a confident, knowledgeable clerk and an adaptive, dynamic council with vision for its community’s future.
The training is usually held over 6 sessions covering the following topics:
- Introduction (2 hrs)
- Core Roles in Local Council Administration (3 hrs)
- Law & Procedures for Local Councils (3 hrs)
- Finance for Local Councils (3 hrs)
- Management for Local Councils (3 hrs)
- Community Engagement (3 hrs)
This programme is aimed at clerks and assistant clerks with at least 12 months’ experience in the role and, although it is designed for those who wish to obtain the Certificate in Local Council Administration, those who are not planning to register can attend but please contact the office first as priority will be given to those who are taking the qualification. Some clerks may find it useful to have completed the online course ’Introduction to Local Council Administration’, (ILCA), which provides an introduction to the work of a local council, its councillors and the clerk. More information on ILCA can be found at http://www.slcc.co.uk/content/ilca-the-essential-knowledge/457/ but this is not a pre-requisite to the CiLCA training or registration process.
The introduction will explain the qualification, registration and online submission of work and the subsequent sessions will cover all the information required for completion of the Portfolio. The cost of the programme also includes additional mentoring, if needed.
The cost of attending the full course is £350 for member councils and £750 for non-member councils.

PLEASE DO NOT REGISTER FOR CILCA BEFORE COMMENCING THE TRAINING – it is recommended that you do not register until you have commenced the training and completed much of the work. There is a tight time limit for submitting all work following registration so it is not advisable to use that time for training – complete the training, then register.
